About UPU Services
The Universal Postal Union (UPU, French: Union postale universelle) is a specialized organization of the United Nations (UN) that coordinates postal policies among member countries as well as the global postal system. It was formed by the Treaty of Bern in 1874. The Congress, the Council of Administration (CA), the Postal Operations Council (POC), and the International Bureau are the four bodies that make up the UPU (IB). The Telematics and Express Mail Service (EMS) cooperatives are also under its control. For the purpose of undertaking international postal responsibilities, each member agrees to the same terms. The headquarters of the UPU is in Bern, Switzerland.
Prior to the UPU’s formation, every pair of countries that traded mail had to arrange a postal treaty with one another. Due to the lack of a treaty that allowed for direct delivery of letters, mail had to be routed through a third country. The postal system was convoluted and overlapping. Although the United States established a postal treaty with Prussia in 1853, certain southern German states were sending their mail to the United States through France instead. Because the United States and France did not have a postal treaty, the mail had to travel on a British or Belgian ship. “Whether… the system can be safely perpetuated,” US Postmaster-General James Campbell worried, but he saw promise in a postal pact with Bremen that also covered the Austro-German Postal Union.
